Taiwan Import Tariffs & CCC Codes Explained
Every product imported into Taiwan must have a CCC code. Here’s what importers and exporters need to know about Taiwan’s tariff classification system, duty rates, and customs compliance.

Why Classification Matters
Wrong CCC code = wrong duty rate, missing permit requirements, potential penalties, seized goods, and costly back-duty demands. Taiwan’s Customs Administration, Ministry of Finance (關務署) cross-checks declared classifications against reference price databases and audit-selects shipments with anomalies. Taiwan Freight’s licensed customs brokers provide professional CCC code classification across all product categories — before your cargo arrives at the port.
What Is a CCC Code?
A CCC code (Standard Classification of Commodities of the Republic of China, 中華民國輸出入貨品分類號列) is an 11-digit commodity code used by Taiwan Customs to classify every import and export. The structure breaks down as follows:
- Digits 1–6: International HS code (Harmonized System, World Customs Organization standard — same as the first 6 digits of EU CN and US HTS codes)
- Digits 7–8: Taiwan tariff subdivision — determines the customs duty rate applicable to your goods
- Digits 9–10: Statistical subdivision — governs import/export controls, permit requirements, quarantine, inspection, and trade statistics (administered by the International Trade Administration, Ministry of Economic Affairs)
- Digit 11: Check digit for data-entry validation
Taiwan’s tariff schedule contains approximately 12,700 CCC code lines. Official lookups are available at the Customs Administration single-window portal (portal.sw.nat.gov.tw, tools GC411 and GC453).
How Taiwan Duty Rates Are Structured
Taiwan’s import tariff schedule presents three duty rate columns for each CCC code:
- Column 1 (MFN/WTO rates): Applies to imports from WTO member countries and countries granting Taiwan reciprocal MFN treatment — this covers the USA, EU, Japan, and most trading partners. The simple average MFN applied rate is approximately 6.5%.
- Column 2 (Preferential rates): Lower rates for specific trade agreements and least-developed country arrangements, including ECFA tariff concessions on certain goods of mainland China origin.
- Column 3 (General rates): Higher rates for countries not covered by Columns 1 or 2.
Electronics and IT products classified under the WTO ITA (Information Technology Agreement) typically carry a 0% duty rate — covering computers, semiconductors, telecom equipment, and related components. Consumer goods, footwear, and apparel generally carry rates of 5–10%. Agricultural products face the highest rates, sometimes 15–30% or more, with some subject to tariff-rate quotas (TRQs).
Business Tax (VAT) on Imports
In addition to customs duty, Taiwan levies a 5% business tax (VAT, 營業稅) on all imports. It is calculated on the customs value (CIF) plus any applicable customs duty and commodity tax. The effective formula is: Business Tax = (CIF + Customs Duty + Commodity Tax) × 5%. Registered Taiwan businesses can recover import business tax as an input tax credit. The de minimis exemption (duty and VAT) applies to shipments with a customs value at or below NT$2,000, subject to frequency limits.
Permit Requirements and Import Regulation Codes
The 9th and 10th digits of a CCC code link directly to import regulation codes that determine whether your goods require additional permits, inspections, or are subject to restrictions. Key codes include:
- F01: TFDA (Taiwan Food and Drug Administration) inspection — applies to food, beverages, cosmetics, pharmaceuticals, and medical devices
- C01/C02: BSMI (Bureau of Standards, Metrology and Inspection) commodity inspection — applies to electrical appliances, toys, helmets, construction products, and other safety-regulated goods
- M01–M12: Mainland China origin restrictions — goods from the PRC require specific permit codes; not all categories are permitted
- B01: Council of Agriculture plant quarantine — applies to live plants, seeds, and certain agricultural products
- PA1: Import permit required from the International Trade Administration
Always verify your product’s regulation codes before booking freight. Missing a required permit means your goods will be held at the port until the permit is obtained — or destroyed if it cannot be.
How to Find Your CCC Code
Use Taiwan’s official Customs single-window portal (portal.sw.nat.gov.tw) to search by product description or HS code. For complex manufactured goods, chemical compounds, machinery with multiple components, or any product where classification is ambiguous, professional classification by a Taiwan-licensed customs broker is strongly recommended. Misclassification is one of the most common and costly compliance errors in Taiwan import logistics — the duty savings from a wrong code are never worth the risk of audit penalties.
