Who Controls Taiwan Customs?

Taiwan’s customs authority is the Customs Administration, Ministry of Finance (關務署, web.customs.gov.tw). All import declarations are processed through Taiwan’s Single Window portal (portal.sw.nat.gov.tw). Licensed customs brokers (報關行) must file on behalf of importers for commercial shipments — Taiwan does not allow self-filing by foreign importers. Our customs clearance service gives you a licensed broker at every Taiwan port and airport.

CCC Codes — Taiwan’s Tariff Classification System

Every product imported into Taiwan must be classified under an 11-digit CCC code (Standard Classification of Commodities of the Republic of China). The structure is: digits 1–6 match the international HS code; digits 7–8 are the tariff subdivision that determines the customs duty rate; digits 9–10 are the statistical subdivision governing import/export controls and permits; digit 11 is a check digit. Getting the classification wrong means the wrong duty rate, incorrect permit requirements, and potential seizure — professional classification by a licensed broker is strongly recommended for anything beyond commodity imports.

Import Duty Rates

Taiwan’s customs duty schedule has three columns: Column 1 (MFN/WTO member rates, which apply to most trading partners including the USA, EU, and Japan); Column 2 (preferential rates for certain agreements); and Column 3 (general rates). The average MFN applied rate is approximately 6.5%, but rates vary widely by product. Electronics and IT products often enter at 0% under the WTO ITA (Information Technology Agreement). Footwear, leather goods, and consumer products typically carry rates of 5–10%. Food and agricultural products face the highest rates, sometimes 15–30% or more. A small trade promotion service fee of around 0.04% also applies. Check the official tariff schedule at the Customs Administration website or the GC411 single-window search tool for your specific CCC code before shipping.

Business Tax (VAT) on Imports

Taiwan levies a 5% business tax (VAT) on all imports. It is calculated on the customs value (CIF — cost plus insurance plus freight) plus any applicable customs duty and commodity tax. VAT-registered businesses in Taiwan can generally recover import business tax as input tax credit on their periodic VAT returns. The de minimis threshold for exemption from both duty and business tax is a customs value of NT$2,000 or less, though this is subject to frequency limits and excludes alcohol, tobacco, and tariff-rate quota agricultural products.

Restricted and Regulated Goods

The 9th and 10th digits of the CCC code link to import regulation codes that determine required permits, inspections, or prohibitions. Common requirements include: BSMI commodity inspection certificates (mandatory for many electrical products, toys, and safety-critical goods); TFDA food inspection registration (for imported food and health products); plant and animal quarantine from the Council of Agriculture; and ITA import permits for controlled commodities. Goods of mainland China origin face additional restrictions — not all product categories are permitted and those that are must comply with specific rules. Verify your product’s regulation codes before booking freight to avoid shipment holds at the port.

Common Mistakes That Delay Customs

The most frequent causes of Taiwan customs delays are: (1) incorrect or incomplete commercial invoice values — Taiwan customs compares declared values to reference price databases; (2) wrong CCC code leading to an incorrect duty rate or missed permit requirement; (3) missing or invalid BSMI/TFDA registration for regulated products; (4) inadequate packing list details — net/gross weights and quantities must match exactly; (5) late arrival of original bills of lading for ocean shipments. Our licensed brokers pre-check every shipment before arrival to eliminate these issues at origin, not at the port.
